Councillors from Hertsmere have refused the Bucks Meadow planning application at a meeting of the council’s planning committee.
Clovercourt Fusion had put forward plans to build 34 houses and flats on the Bucks Meadow Riding School site, which sits on the corner of Bucks Avenue and Sherwoods Road in Oxhey Village.
The decision comes just days after Watford Borough Council also ruled out the plans.
